Kingsley Engineering Service Corporation (KESC) has been awarded a work order by Creative Paper Mills Ltd., a leading paper manufacturer based in Narayanganj, Bangladesh, to upgrade its existing Effluent Treatment Plant (ETP). As part of this turnkey environmental engineering project, Kingsley will also provide end-to-end consultancy services to support the renewal of the company’s Environmental Clearance Certificate (ECC) from the Department of Environment (DoE). This strategic partnership underscores Creative Paper Mills Ltd.’s renewed focus on environmental compliance, wastewater treatment modernization, and sustainable industrial practices in line with evolving environmental regulations in Bangladesh.

 

Modernizing Wastewater Treatment

Creative Paper Mills Ltd., a key player in Bangladesh’s paper industry, has been operating an ETP comprising an Equalization Tank, Primary Clarifier, and Oxidation Tank, with direct discharge after treatment. However, in line with evolving environmental regulations and performance expectations, Kingsley Engineering has redesigned the treatment process to ensure proper and consistent compliance.

The upgraded ETP retains the Biological Activated Sludge Process (ASP) as its foundation but significantly enhances performance through the addition of modern units and optimized hydraulic design. The total treatment capacity of the plant stands at 200 m³/hour.


Key ETP Design Upgrades by Kingsley Engineering

Kingsley’s design modifications address both treatment efficiency and operational reliability. The revamped treatment facility will include:

  • Coagulation-Flocculation Chamber: Introduced after the Equalization Tank to improve solid-liquid separation and reduce organic load.
  • Triple Clarifier System: Installed after the Oxidation Tank to effectively manage Surface Overflow Rate (SOR) and ensure uniform clarification.
  • Sludge Holding Tank: Added for stabilized sludge management.
  • Multigrade Filter (MGF) Vessel: Added for further filtration process of the treated water.
  • Treated Water Tank: Ensures safe holding of discharged water before final outflow or reuse.

These interventions aim to optimize the biological treatment process and create a fully functional ETP aligned with DoE discharge standards.

Comprehensive Electro-Mechanical Integration


Kingsley Engineering’s role extends beyond consultancy and design. The firm is also responsible for the supply and installation of all essential electromechanical equipment, including:

  • High-efficiency Air Blowers
  • Lamella Tubes to enhance clarifier performance
  • Submersible and Sludge Recirculation Pumps
  • Advanced Fine Bubble Diffusers
  • Real-time Dissolved Oxygen (DO) Monitoring Systems

The turnkey approach allows for automation readiness and long-term operational reliability.

Environmental Consultancy and ECC Renewal

In addition to ETP upgrades, Kingsley is managing the full environmental consultancy process to renew Creative Paper Mills Ltd.'s Environmental Clearance Certificate (ECC)—a crucial regulatory requirement that had lapsed. The consultancy scope includes:

  • Preparation and submission of environmental documentation to DoE
  • Site assessments and data collection
  • Compliance alignment with Environmental Conservation Rules (ECR) 2023
  • Liaison and presentation before DoE officials to secure ECC renewal

This integrated approach ensures both infrastructural and regulatory compliance for the factory’s operations moving forward.
